It's like I said in a comment about Russia blocking rescue operations after the flood. Russia wants the people to die.
As anyone might have guessed, when they first blew the dam - and as indeed I mentioned as being one of the least of their problems if the flood waters uncovered cemetaries and anthrax-ridden cattle burials. Of course, the soldiers they left behind who survived are also at risk... and will spread diseases to any other military camp. The Russians are beyond callous.
